A Retro Look at the Quality Movement Part 2
The Quality Movement - What Went Wrong?
Some things within the realm of technology were not quantifiable and measuring return on investment or ROI was nearly impossible because it was not always tangible or could not be directly tied to the dollar.
In some government organizations for instance, while certain concepts of the quality movement remain such as stoplight charts, flow charts, certain metrics, the desire not to "reinvent the wheel" as well as the desire to keep "continuity books" to achieve efficiencies, many of these concepts have seemingly gone by the wayside.
Will The Quality Movement Ever Re-surface and Sustain?
It seems to have already surfaced in things such as Six Sigma and organizational "Leaning" initiatives. How effective these have been is also debatable but certain quality rankings and markings have become important such as the J.D Power and Associates rankings and Consumer Reports ratings as related to quality for manufactured products such as vehicles, electronics and appliances.
Where and When Will the Quality Movement Resurface Next?
While this is difficult to tell, since we live on the information age, then the area dealing with information and the quality of it, in order to effectively deal with information pollution and information overload may be ripe for just such a movement. That's why I started QualityBlogger.

A Retro Look at the Quality Movement Part 1
Remember TQM?
The Quality Movement is a movement that was based on emphasizing quality in products and processes in organizations in order to capitalize on maximum states of efficiency and effectiveness. It was based on a concept known as Total Quality Management or TQM for short.
The Quality Movement became a phenomenon of the late 1980's and early 1990's that swept the Unites States of America at a time when technologies were at a rise and cost efficiencies as well as management effectiveness were all ripe for convergence.
The individual who can be almost single-handedly credited with bringing the Quality Movement and TQM to the forefront was a businessman by the name of W. Edwards Deming.
Everyone Jumps on the Quality Bandwagon
The Quality Movement and things like TQM and Business Process Reengineering (BPR) and "continuous improvement" caught on quickly. These buzzy words and concepts even spread throughout government and to other countries in Europe.
Results are Mixed
The intentions of the movement were good for both business and government, but the results were debatable. Metrics were developed in many organizations in order to improve business and processes, but often became busy work with other unintended consequences that stymied the realization of true cost savings.
Part of the problem was that the concepts were over-hyped yet seemed to under-deliver. While things were efficient, they were not necessarily effective nor did they tie in to the bottom line for either cost savings or profitability.
